Engineering for Infrastructure Leadership
The challenges facing today's infrastructure require engineers who can integrate technical expertise with leadership, innovation, and sound decision-making throughout the infrastructure lifecycle. Preparing future leaders demands more than advanced technical knowledge—it requires an educational experience that connects engineering theory with research, professional practice, and real-world problem solving.
VCEMP provides a graduate experience that prepares engineers to lead the planning, delivery, and long-term management of infrastructure systems. Grounded in civil engineering and strengthened through close engagement with industry, public agencies, and interdisciplinary collaboration, the program develops graduates who are prepared to address the complex technical and organizational challenges shaping the future of infrastructure.
The Academic Program
VCEMP integrates four complementary elements that provide students with a comprehensive graduate education and prepare them for leadership in civil engineering and infrastructure delivery.
Graduate Degrees
VCEMP offers graduate study leading to the:
- Master of Science (M.S.) in Civil Engineering with a concentration in Construction Engineering & Management (MSCE-CEM)
- Doctor of Philosophy (Ph.D.) in Civil Engineering
Graduate students work closely with faculty to develop individualized programs of study that combine rigorous coursework with research and professional development consistent with their academic and career goals.
Research & Innovation
Research is fully integrated into the graduate experience. Students work alongside faculty to investigate significant challenges in infrastructure delivery and management while contributing to advances in civil engineering practice.
Research opportunities span project delivery, infrastructure governance, advanced technologies, sustainability and resilience, infrastructure asset management, and related areas that improve the planning, delivery, and long-term management of infrastructure systems.
Professional Engagement
VCEMP emphasizes meaningful engagement with the civil engineering profession throughout the graduate experience. Students regularly interact with industry leaders, public agency officials, researchers, and alumni through guest lectures, seminars, workshops, conferences, and professional activities that connect classroom learning with engineering practice.
These experiences strengthen technical knowledge while helping students develop leadership, communication, and professional judgment.
Individualized Study
Graduate education at VCEMP is intentionally flexible. Working closely with faculty advisors, students develop individualized programs that reflect their research interests and professional aspirations while benefiting from the breadth of expertise available across the Via Department of Civil and Environmental Engineering and the Myers-Lawson School of Construction.
Graduate Education that Transforms

Undergraduate Education
VCEMP significantly contributes to the undergraduate Civil Engineering curriculum within Virginia Tech's Via Department of Civil and Environmental Engineering by providing coursework in the construction engineering and management (CEM) specialty area.
Qualified Virginia Tech undergraduate students may also pursue the Accelerated Undergraduate/Graduate Program, allowing them to begin graduate study while completing their bachelor's degree and creating an efficient pathway to advanced education.
